Lincoln heater fan runs on high only.?

2002 Lincoln town car. The heater fan only seems to run in the high speed. I don't seem to have any control over speed. Temp. adj. seems O.K. In the heater, A.C. Off position, the fan continues to run high and seems to switch to defrost.
