My neighbour diverts surface water through a pipe from his land to mine.?

My neighbour sold me some of his land.He left a drainage pipe on it which diverts his surface water away from his land onto what is now my land.My land frequently gets flooded from this drain .He refuses to move it .What can I do.He says it is surface water and flows naturally.
