If a psychopath is unable to be "cured," is he responsible for his actions or is society for not having a cure?
By the same logic, pedophiles are not responsible for raping and molesting children, because society has not yet found a cure for their urges. Abuse is cyclical, you will find that abusive people (whether they are physically, emotionally or ually abusive) were most likely abused themselves at some point in the past. Should all abusive people be spared responsibility for their actions, because they were abused themselves in the past, and are reacting to that abuse? Should society instead be blamed, because society has not yet found a cure for cyclical abuse? Perhaps the cure is accepting personal responsibility and taking the steps necessary to break the cycle of abuse. Psychopaths and sociopaths may not have a conscience, but they have the awareness to understand that most other people do. Society's only obligation is to incarcerate people who are a threat to others. This means that murderers, child molesters, rapists, etc should all be incarcerated (whether in prison or institutions, that is determined on a case by case basis), because they are a threat to society.
